Bipartisan Infrastructure Law (BIL): CARBON CAPTURE TECHNOLOGY PROGRAM, FRONT-END ENGINEERING AND DESIGN FOR CARBON DIOXIDE (CO2) TRANSPORT. This funding opportunity announcement (FOA) will fund Front-End Engineering and Design (FEED) studies that support and accelerate the planning for CO2 transport by a variety of modes. The CO2 must be derived only from anthropogenic sources which could include CO2 derived by direct capture from ambient air and must be delivered to CO2 conversion sites or secure geologic storage facilities. The first release of DE-FOA-0002730 accepted applications for CO2 transport FEED studies consisting only of CO2 pipelines. The second release of the FOA accepted applications describing CO2 transport FEED studies for any single mode of transport such as pipeline, rail, truck, barge, or ship. The third release of this FOA accepts applications for all modes of CO2 transport (pipeline, truck, rail, barge, ship), including any combination of transport modes. Through WaterSMART, the Bureau of Reclamation (Reclamation) leverages Federal and non-Federal funding to work cooperatively with States, Tribes, and local entities as they plan for and implement actions to increase water supply sustainability through investments in existing infrastructure and attention to local water conflicts. WaterSMART provides support for priorities identified in Presidential Executive Order 14008: Tackling the Climate Crisis at Home and Abroad (E.O. 14008) and aligned with other priorities, such as those identified in Presidential Executive Order 13985: Advancing Racial Equity and Support for Underserved Communities Through the Federal Government (E.O. 13985). The WaterSMART Small-Scale Water Efficiency Projects also support the goals of the Interagency Drought Relief Working Group established in March 2021 and the National Drought Resiliency Partnership. These grants will advance the Biden-Harris Administration’s Justice40 Initiative. Established by E.O. 14008, the Justice40 Initiative has it made it a goal that 40 percent of the overall benefits of certain federal investments flow to disadvantaged communities. Federal agencies are using the Climate and Economic Justice Screening Tool to help identify disadvantaged communities. The objective of this NOFO is to invite States, Indian Tribes, irrigation districts, water districts, and other organizations with water or power delivery authority to leverage their money and resources by cost sharing with Reclamation on small-scale on-the-ground projects that seek to conserve, better manage, or otherwise make more efficient use of water supplies. Proposed projects that are supported by an existing water management and conservation plan, System Optimization Review, or other planning effort led by the applicant are prioritized. This prioritization will help ensure that projects funded under this NOFO are well thought out, have public support, and have been identified as the best way to address water management concerns. Reclamation has simplified the evaluation criteria and streamlined the application process for this category of WaterSMART Grants to ensure that the process works for smaller entities. Simplified evaluation criteria are intended to provide each applicant with an opportunity to succinctly explain how the proposed project would meet a defined need identified through a prior planning effort.

The Bureau of Land Management's (BLM) (Headquarters) Aquatic Resources Program protects and restores riparian and wetland areas, aquatic habitats, and water resources to provide functioning ecosystems for a combination of balanced and diverse uses including fish and wildlife, and for the long-term needs of future generations. BLM is requesting projects for the Aquatic Resources Program (15.244) that Build Drought Resilience in Aird Watersheds and/or restore healthy waters through Implementing and/or Increasing BLM's Ability to Implement Riverscape and Wet Meadow Restoration. This program also supports projects funded through the Inflation Reduction Act (IRA), Sections 50221 Resilience, 50222 Ecosystems Restoration and 50303 DOI.

The Agency will make grants to public bodies and private nonprofit corporations, (such as States, counties, cities, townships, and incorporated towns and villages, boroughs, authorities, districts, and Indian tribes on Federal and State reservations) to provide associations Technical Assistance and/or training with respect to essential community facilities programs. The Technical Assistance and/or training will assist communities, Indian Tribes, and Nonprofit Corporations to identify and plan for community facility needs that exist in their area. Once those needs have been identified, the Grantee can assist in identifying public and private resources to finance those identified community facility needs.

The RCPP promotes the coordination of NRCS conservation activities with partners that offer value-added contributions to expand our ability to address on-farm, watershed, and regional natural resource concerns. Through the RCPP, NRCS seeks to co-invest with partners to implement projects that provide solutions to conservation challenges thereby measurably improving the resource concerns they seek to address. RCPP promotes collaboration with partners, stakeholders, and various communities, which is paramount to achieving equity in NRCS programs and services.

Using guidance contained in this notice, partners propose projects that generate conservation benefits by addressing specific natural resource concerns in a state or multistate area by addressing one or more priority resource concerns within an NRCS-designated critical conservation area (CCA). NRCS and partners collaborate to design, promote, and implement RCPP projects on agricultural and nonindustrial private forest land. Through RCPP, NRCS may provide both financial assistance (FA) and technical assistance (TA) funds to project partners and agricultural producers for implementing projects. RCPP proposals are evaluated through a competitive proposal process based on three criteria: impact, partner contributions, and partnership and management.

Up to $1.5 billion is available for RCPP projects through this announcement and the FY 2024 AFA announcement, which includes $300 million of the Agriculture Improvement Act of 2018 (2018 Farm Bill) funding and $1.2 billion of Inflation Reduction Act (IRA) funding. Proposals are accepted from all 50 States, the Caribbean Area (Puerto Rico and the U.S. Virgin Islands), and U.S. territories in the Pacific Island Areas (Guam, American Samoa, and the Commonwealth of the Northern Mariana Islands). NRCS will prioritize using IRA funds for projects that will implement climate-smart agriculture and forestry conservation activities as described in section F.(3)a. of this announcement.

Up to $100 million is being made available specifically for NRCS to enter into programmatic partnership agreements with Indian tribes. This set aside will be shared by this announcement and the FY 2024 AFA announcement. Any unused funds may be available for other partnership agreements.

RCPP AFAs are intended to support project structures and approaches that cannot be carried out as effectively through the RCPP Classic NFO. RCPP AFA applicants must describe the innovative nature of the conservation approach they are proposing to justify potential funding through an RCPP AFA NFO rather than an RCPP Classic NFO. Moreover, applicants should consider the additional administrative and technical assistance responsibilities that accompany receipt of an RCPP AFA award.

The 2018 Farm Bill provides the following examples of project types that might be implemented through RCPP AFA:

projects that use innovative approaches to leverage the Federal investment in conservation;
projects that deploy a pay-for-performance conservation approach; and
projects that seek large-scale infrastructure investments that generate conservation benefits for agricultural producers and nonindustrial private forest owners.
Although RCPP AFA provides flexibilities to partners, these projects share the overarching focus of RCPP, which is to engage with producers and landowners to implement conservation practices, systems, and approaches on (or for the benefit of) agricultural and nonindustrial private forest lands.

NRCS can make up to 15 awards through this funding opportunity through Farm Bill funding. This limit does not apply to projects funded through the Inflation Reduction Act.

The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $15 million for fiscal year 2022-2023. The Broadband Public Housing Account will finance up to 100 percent of the costs to install inside wiring and broadband network equipment.

Wavemaker Arts Grants are available to arts non-profit organizations providing inclusive arts and culture programming in Tempe (501c3 status required). The Community Arts Grants Program supports a commitment to advancing Tempe as a vibrant and progressive community for cultural and artistic activity, and aims to fulfill the following recommendations from the Arts and Culture Plan:

Increase and promote Community-Initiated Arts projects
Support community festivals celebrating cultural diversity
Continue, expand and enhance informal arts programming provided in community settings

Arts in Schools Grants are available to visual arts or performing arts teachers in Tempe schools to expand and enhance the arts services provided by school curriculum, programs and clubs. The Community Arts Grants Program supports immersive arts and culture experiences to achieve collective impact and sustained value.

Visual Arts or Performing Arts teachers may request funds to purchase specialty arts equipment and work with professional artists, clinicians or arts organizations.

The research and development (R&D) activities to be funded under this FOA will support the government-wide approach to the climate crisis by driving the innovation that can lead to the deployment of clean energy technologies, which are critical for climate protection. Specifically, this FOA will fund innovative solar photovoltaics (PV) R&D that reduces the cost of PV modules, reduces carbon and energy intensity of PV manufacturing processes, and optimizes PV technology for new, specialized markets. SETO’s PVRD program works to accelerate the deployment of solar energy technologies by funding innovative R&D in PV cell and module technologies, balance-of-system components, reliability tracing and tracking, metrology, and other key research questions in PV. To accelerate toward these deployment targets and augment SETO’s ongoing PV research portfolio,12 this FOA will fund R&D on innovative cell- and minimodule-level technologies focused on three major goals: •Enable cost reduction on an LCOE basis through development of durable, high-efficiency cell and module PV technology •Identify pathways to reduce the carbon intensity and energy intensity of industrial processes required to fabricate PV cells and modules •Increase technical viability of PV cells and modules tailored for emerging integrated PV sectors, such as building-integrated PV (BIPV) and vehicle-integrated PV. This FOA will fund innovative R&D projects that aim to advance the state of the art in various cell and module technologies to accomplish these goals of cost reduction, lower carbon intensity, and viability of dual-use markets. This FOA is separated into two topic areas: •Photovoltaic Advances in Cell Efficiency, Reliability, and Supply Chain (PACERS): Applications in four PV supply chain, cell, and module technology spaces are of particular interest: low-carbon synthesis of metallurgical-grade silicon (MGS, here defined as silicon that is 98% pure as defined by the 5/5/3 standard)13 production, crystalline silicon (c-Si) PV, III-V PV, and organic PV (OPV). However, proposals for any industrial process, cell, or minimodule-level research that enables the goals of this FOA will be considered, excluding areas specified as not of interest in Section I.C., such as perovskite technology, which is addressed in other funding programs, and CdTe technology, which is addressed in Topic Area 2. •Building Academic Capabilities in Cadmium Telluride: Applications describing advanced R&D projects requiring the procurement or upgrade of CdTe equipment are of interest. Proposals should detail work that will enhance fabrication, characterization, or analytical capabilities while also benefiting the larger CdTe PV research community.
