Opportunities for Funding

The EPA is soliciting applications from eligible entities to provide support for training and related activities to build the capacity of agricultural partners, state, territorial and Tribal officials and nongovernmental stakeholders in activities to be carried out to support the goals of the Clean Water Act (CWA) Section 303(d) Program, the CWA 305(b) Program, the Total Maximum Daily Load (TMDL) Program, the Nonpoint Source (CWA Section 319) Program, the Fish Monitoring/Advisory Programs, the Recreational Waters/Beach Monitoring Programs, and the Water Quality Monitoring Program.

This Notice of Funding Opportunity will result in the distribution of up to $44,550,000 for two different categories of grants: (1) Planning and Design Grants and (2) Construction Grants.

The Active Transportation Infrastructure Investment Program (ATIIP) projects will help improve the safety, efficiency, and reliability of active transportation networks and communities; improve connectivity between active transportation modes and public transportation; enhance the resiliency of on- and off-road active transportation infrastructure and help protect the environment; and improve quality of life in disadvantaged communities through the delivery of connected active transportation networks and expanded mobility opportunities.

The ATIIP grants will allow communities to identify, prioritize, and implement improvements to the largest barriers to safe, accessible, and equitable pedestrian and bicycle network connectivity through the development of infrastructure that will provide substantial additional opportunities for walking and bicycling. Eligible organizations will be able to create plans or implement active transportation networks that connect destinations within or between communities or create plans or implement an active transportation spine connecting two or more communities, metropolitan regions, or States. The ATIIP also provides an opportunity for eligible organizations to enhance their overall transportation network by integrating active transportation facilities with transit services, where available, to improve access to public transportation.

The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA), in cooperation with the Office of Juvenile Justice and Delinquency Prevention (OJJDP) and Office for Victims of Crime (OVC), is seeking applications for funding. OJP is committed to advancing work that promotes civil rights and equity, increases access to justice, supports crime victims and individuals impacted by the justice system, strengthens community safety, protects the public from crime and evolving threats, and builds trust between law enforcement and the community.

With this solicitation, the Office of Justice Programs seeks to support a training and technical assistance (TTA) provider to facilitate the delivery of national-scale, high-quality TTA for justicefocused community-based organizations that primarily serve historically marginalized and underserved communities, including rural communities, to improve the quality of their programming and service delivery, increase their capacity for applying for and accessing OJP funding opportunities, and strengthen their infrastructure and administrative and financial controls to successfully meet OJP program goals and objectives, if funded.

This program furthers the DOJ’s mission to uphold the rule of law, to keep our country safe, and to protect civil rights.

This grant opportunity will provide Tribal Nations, communities and organizations as an investment in Indigenous power and a means to foster equity and inclusion, and to reframe decision-making with those most impacted.

The Community Self-Determination grant program invests in the self-determination of Indigenous people working in their community to Defend, Develop, and Decolonize; fortifying self-determined efforts to create a just, equitable, and sustainable world for all people and Mother Earth. Significant, flexible, multi-year funding may include the infusion of general operating support, power building, capital and holistic support for comprehensive initiatives and specific programs.

Community Self-Determination Grants are intended to support, strengthen and invest in the long-term visions, sustainability, and building of collective power of Indigenous Tribal Nations, Pueblos, tribal communities, grassroots movements and Indigenous-led organizations. While we consider national efforts, we intentionally prioritize grassroots, community-based efforts and solutions. Climate and Indigenous justice are at the heart of the intent behind the Community Self-Determination Grant.

The best days of our people are ahead of us. To truly advance this as Indigenous people, we have to imagine the future of our people and take action towards this vision.

Inflation Reduction Act (IRA) of 2022: State-Based Home Energy Efficiency Contractor Training Competitive Grant Program: The State-Based Home Energy Efficiency Contractor Training Grants, also known as the Training for Residential Energy Contractors (TREC) Program, seeks to accomplish three goals: (1) reduce the cost of training contractor employees by providing workforce development tools for contractors, their employees, and individuals including, but not limited to, subsidizing available training, testing certifications, and licenses for high-quality jobs; (2) provide testing and certifications of contractors trained and educated to install home energy efficiency and electrification technologies and deliver residential energy efficiency and electrification improvements; and (3) fund states to partner with nonprofit organizations to develop and implement a State sponsored workforce program that attracts and trains a diverse set of local workers to deliver the influx of new federally-funded energy efficiency and electrification programs—including the IRA-funded Home Efficiency Rebates Program, Home Electrification and Appliance Rebates Program (Home Energy Rebates Programs); and Energy Efficiency Home Improvement Credit. This program was established by Section 50123 of the Inflation Reduction Act. For this competitive program, DOE is making up to $40 million in TREC funds available to states, territories, and the District of Columbia to complement the previously announced TREC formula funding. Topic Area Description Topic Area 1: Training Small Contractor Firms State Energy Offices may use topic area one funding to train and certify small contractor firms and their employees to deliver energy efficiency and electrification improvements. DOE will fund States to support existing small contractor firms through training and certifications so that the contractor firm employees can deliver energy efficiency and electrification improvements eligible for rebates under the Home Efficiency Rebates Program or the Home Electrification and Appliance Rebates Program. Topic Area 2: Innovative, Effective, and Equitable Workforce Development Programs State Energy Offices may use topic area two funding to implement innovative, effective, and equitable workforce development program models that deliver contractor training program curriculum. States can collaborate with nonprofit organizations to design/enhance and implement workforce development, training, certification, and employment programs that train, test, and certify underrepresented populations, new entrants to the workforce, youth ages 17-25, incumbent workers, displaced workers, and contractors to conduct home energy efficiency and electrification improvements under the Home Energy Rebates Programs. This program provides all 50 states, the District of Columbia, 2 American Indian Tribes, 5 U.S. Territories, and 3 Freely Associated States as identified in the authorizing statute with funding to address their own unique public health needs and challenges with innovative and locally defined methods.

In recent years, California has experienced increased electrical system outages caused by climate-related events such as increased wildfires, heat waves, and storms, or through public safety power shutoffs (PSPS). These events, as well as aging infrastructure, threaten grid reliability, public health and safety, economic prosperity, communities, and ecosystems. They also pose disproportionate consequences for the most vulnerable populations in both rural and urban areas.

The intent of this solicitation is to invest in projects that increase the electric reliability and resiliency of communities in California by reducing outage frequency, duration, magnitude, and associated community impacts, while bolstering California’s workforce and promoting equity.

The CERRI Program is designed to prioritize projects that will generate the greatest community benefit by reducing the likelihood and consequences of electrical system outages. As such, projects that are close to shovel-ready, have initiated the environmental review process, or leverage otherwise stranded assets or existing infrastructure will be scored favorably based on criteria listed in Section IV.F. The objectives are oriented around four main themes outlined below. These themes are not listed in rank order.

Energy reliability and resilience: Reduce the frequency, duration, and magnitude of power outages and strengthen communities’ ability to function during power outages by providing day-to-day and emergency services for its constituents.
Community Benefits: Ensure that the benefits of clean, safe, affordable, and reliable energy are shared by all, particularly communities with critical energy reliability and resilience needs.
Advancement of Energy and Climate Goals: Support California’s energy modernization and climate goals.
Workforce Development and Labor: Create high-quality jobs with strong labor standards and protections that attract and train a skilled workforce for lasting careers in the clean energy industry.

Program Focus: The National Forest Foundation’s new Collaborative Capacity Program financial awards will provide resources, invest in skills and tools, and support activities that make Tribal co-stewardship and collaboration for forest stewardship successful. Eligible collaborative efforts must describe how investments in collaboration will support a long-term strategy for achieving stewardship outcomes into the future and these outcomes must seek to benefit National Forest System lands. There are two funding pathways — one for Tribal Applicants and one for All Applicants.

The purpose of this notice is to solicit applications for Strengthening Mobility and Revolutionizing Transportation (SMART) Stage 1 Planning and Prototyping grants. Funds for the fiscal year (FY) 2024 SMART Grants Program are to be awarded on a competitive basis to conduct demonstration projects focused on advanced smart city or community technologies and systems to improve transportation efficiency and safety.

The National Endowment for the Arts (NEA) is proud to support the nation’s arts sector with grant opportunities so that together we can help everyone live more artful lives. The arts contribute to our individual well-being, the well-being of our communities, and to our local economies. The arts are also crucial to helping us make sense of our circumstances from different perspectives as we emerge from the pandemic and plan for the future. Grants for Arts Projects is our largest grants program for organizations, providing comprehensive and expansive funding opportunities for communities. Through project-based funding, the program supports opportunities for public engagement with the arts and arts education, for the integration of the arts with strategies promoting the health and well-being of people and communities, and for the improvement of overall capacity and capabilities within the arts sector. We welcome applications from a variety of eligible organizations, including first-time applicants; from organizations serving rural, urban, suburban, and tribal communities of all sizes; and from organizations with small, medium, or large operating budgets. An organization may submit only one application under these FY2025 Grants for Arts Projects guidelines. If an organization applies to the Challenge America category, it may not also apply to the Grants for Arts Projects category. The National Endowment for the Arts’ support of a project may start on or after June 1, 2024. Generally, a period of performance of up to two years is allowed.
