Funding Opportunities
The purpose of this NOFO is to solicit applications from non-federal parties to which the Bureau of Reclamation (Reclamation) and U.S. Fish and Wildlife Service (USFWS) will issue awards of grants or cooperative agreements through the CVPCP, CVPIA and the HRP. The CVPCP and HRP implement actions intended to protect, restore, and enhance special-status species (excluding fish) and their habitats that have been affected by the operation of the Central Valley Project (CVP) and implementation of the CVPIA, with a special emphasis on federally listed species. The main objectives of the programs are to: (1) protect and restore native habitatsimpacted by the CVP, (2) stabilize and improve populations of native species impacted by the CVP, and (3) assist with the recovery of federally and state-listed species whose populations have been impacted by the CVP.
In accordance with the Office of Management and Budget’s guidance located at 2 CFR part 200, all applicable Federal laws, and relevant Executive guidance, the Federal awarding agency will review and consider applications for funding pursuant to this notice of funding opportunity and the Program seeks to implement the Biden-Harris administrations priorities through the following Executive Orders:
• Executive Order 14008: Tackling the Climate Crisis at Home and Abroad - Directs, which directs the Department and other Federal agencies to prioritize efforts to support land conservation and biodiversity efforts.
• Executive Order 13985 – Advancing Racial Equity and Support for Underserved Communities through the Federal Government – Federally recognized tribes are eligible to apply under this NOFO.
• Executive Order 14005 – Ensuring the Future is Made in All of America by All of America’s Workers – This NOFO relies on US-based non-profits, tribes, and California state agencies. Through this action Reclamation and the Service will also ensure that Tribes and Tribal organizations are eligible to participate, consistent with underlying law (P.L. 102-575, Title XXXIV, Central Valley Project Improvement Act, Section 3407(e)), and receive appropriate technical assistance if required.
This Notice of Funding Opportunity solicits applications for the Digital Equity Competitive Grant Program (“Competitive Grant Program” or “Program”), the third of three digital equity programs authorized by the Infrastructure Investment and Jobs Act of 2021, Division F, Title III, Public Law 117-58, 135 Stat. 429, 1209 (November 15, 2021) (“Infrastructure Act,” also known as the “Digital Equity Act” or “DE Act”). The Competitive Grant Program will make funds available to a wide range of entities to address barriers to digital equity faced by Covered Populations as defined by 47 U.S.C. §1721(8). The Competitive Grant Program will support efforts to achieve digital equity, promote digital inclusion activities, and spur greater adoption and meaningful use of broadband among the Covered Populations. Specifically, the Digital Equity Act authorizes funds to be used for the development and implementation of digital inclusion activities that benefit the Covered Populations; programs that facilitate the adoption of broadband by Covered Populations to provide educational and employment opportunities; training programs that cover basic, advanced, and applied skills; workforce development programs; access to equipment, instrumentation, networking capability, hardware and software, or digital network technology for broadband services at low or no cost; and the construction or operation of public access computing centers for Covered Populations.
Awards will focus on addressing the needs of the Covered Populations not met by the Digital Equity Capacity Grant Program and will strive for a diverse pool of recipients. To ensure funds are directed to the most effective programs with the greatest reach, and to minimize administrative overhead, NTIA encourages proposals that demonstrate a broad partnership of entities with the ability to administer significant resources and address the varied concerns of the Covered Populations.
The CASF Broadband Public Housing Account provides grants and loans to build broadband networks offering free broadband service for residents of low-income communities including, but not limited to, publicly supported housing developments, farmworker housing, and other housing developments or mobile home parks with low-income residents that do not have access to any broadband service provider that offers free broadband service that meets or exceeds state standards for the residents of the low-income community. The allocated funding for the Broadband Public Housing Account is $30.1 million for fiscal year 2024-2025. The Broadband Public Housing Account will award grants to finance up to 100 percent of the costs to install last mile infrastructure, inside wiring and broadband network equipment but will not finance operations and maintenance costs through this program.
Western Sustainable Agriculture Research and Education (SARE) solicits applications to lead a consultative process and create a Sustainable Agriculture Action Plan to document the research, regulatory, infrastructure, and educational needs and priorities required to increase sustainable agriculture practices in a specific industry/commodity or geographical location in the Western SARE region. The Sustainable Agriculture Action Plan (SAAP) intends to provide important stakeholder-derived feedback about the sustainable agriculture needs and priorities of specific industries and geographic locations to university researchers, Extension specialists, regulators, non-governmental agencies, elected officials, the USDA, and other potential funders. Western SARE seeks to fund two applications: 1. An application focused on a specific regionally important agricultural industry or commodity 2. An application focused on a specific, limited geographic area in the Western Region that includes multiple crops or production systems. The geographic area must be limited and logical, for example, a specific watershed, a Soil and Water Conservation District, an island or island system, etc. Each successful application will be funded for a maximum of $20,000 which will be awarded as a costreimbursable subaward agreement from Montana State University, Western SARE Host Institution
The overarching goal of the WCAHS Pilot/Feasibility Program is to encourage the development of creative research projects while nurturing researchers—particularly early-career and under-represented researchers—interested in improving agricultural health and safety for the western U.S. It is designed to fund short-term research projects to support the collection of preliminary data, attract new investigators to WCAHS and the field of agricultural health and safety, facilitate the exploration of innovative research directions, and engage and mentor early stage investigators as defined by the NIH.
The Fisheries Restoration and Irrigation Mitigation Act (FRIMA) (Public Law 106-502) of 2000 was established with the goals of decreasing fish mortality associated with the withdrawal of water for irrigation and other purposes without impairing the continued withdrawal of water for those purposes; and to decrease the incidence of juvenile and adult fish entering water supply systems. FRIMA is a voluntary fish screening and passage program targeted to Pacific Ocean drainage areas of Idaho, western Montana, Oregon, and Washington.
Eligible projects include fish screens, fish passage devices, and related inventories by the States. FRIMA was Reauthorized in FY2009. The Consolidated Appropriations Act of 2023 provided $5 million to the National Fish Passage Program (NFPP) for the implementation of FRIMA and added the Pacific Ocean drainage areas of California as eligible for FRIMA funds.The National Fish Passage Program (NFPP) is a voluntary program that provides direct technical and financial assistance to partners to remove instream barriers and restore aquatic organism passage and aquatic connectivity for the benefit of Federal trust resources. In doing so, NFPP aims to maintain or increase fish populations to improve ecosystem resiliency and provide quality fishing experiences for the American people. Funds provided to NFPP for the implementation of FRIMA will support the development, improvement, or installation of fish screens, fish passage devices and related features to mitigate impacts on fisheries associated with irrigation water system diversions in Pacific Ocean drainages in Oregon, Washington, Montana, Idaho, and California.
The NFPP is delivered through the Fish and Aquatic Conservation Program (FAC). We use our staff and cooperative partnerships to provide:
(1) information on habitat needs of fish and other aquatic species;
(2) methods for fish to bypass barriers;
(3) technical support to review project designs and recommend the most cost-effective techniques;
(4) assistance to partners in planning and prioritizing fish passage projects; and
(5) assistance in fulfilling environmental compliance requirements.
Activities proposed under this award for FRIMA:
(1) must be located in areas of California, Idaho, Oregon, Washington, or western Montana that drain into the Pacific Ocean,
(2) participation must be voluntary,
(3) must have 35% Non-Federal cost share per Public Law 106-502. Bonneville Power Administration (BPA) funding can be applied to the Non-Federal cost share,
(4) project type must be voluntary irrigation diversion passage, screening, barrier inventories, and ‘related features’,
(5) project components that receive funding under this Act shall be ineligible to receive federal funds from any other source (with the exception of BPA funds) for the same purpose,
(6) the project will be agreeable to Federal and non-Federal entities with authority and responsibility for the project,
(7) award minimum will be $100,000; award maximum will be $1,000,000, and
(8) the non-Federal participants in any project carried out under the Program on land or at a facility that is not owned by the United States shall be responsible for all costs associated with operating, maintaining, repairing, rehabilitating, and replacing the project.
LISC and Foot Locker, Inc., through the Foot Locker Foundation, are launching a fourth round of grants for the Foot Locker Foundation Community Empowerment Program, which funds nonprofit community organizations offering a range of services for young people, including health and wellness, education and life skills, mentoring, and career development. The program is part of Foot Locker Inc.’s Leading Education and Economic Development (LEED) initiative, a $200 million commitment to enhance the lives of their team members and the communities they serve. In its fourth round, the Foot Locker Foundation Community Empowerment Program will provide grants ranging from $25,000 to $100,000 to organizations in 13 cities. The funding will help organizations create opportunities for youth to learn, grow and thrive.
What we’re offering
The Foot Locker Foundation Community Empowerment Program offers two types of grants:
1) Grants to support current youth programming, create new programming or extend existing programming. These grants will range from $25,000 to $75,000 over one year.
2) Grants to support capital improvement projects that enhance the impact of youth programming. These grants will range from $25,000 to $100,000 over one year.
Grants cannot be used to pay administrative costs (e.g., salaries, overhead). All grant proceeds must support the proposed project or programming.

The Crail-Johnson Foundation’s (the Foundation) funding supports organizations providing services and programs primarily in Los Angeles and gives priority to the following target communities: San Pedro, Carson, Harbor City, Wilmington, Long Beach, Compton, Watts, and South Los Angeles. (There are some exceptions made, primarily based on program area; for example, the Foundation will consider other communities in Los Angeles for programs and services provided to homeless youth.) The Foundation supports programs as a means to address the long-term well-being of children, youth and community. It is through the support of Education, Human Services and Health that the Foundation hopes to assist in providing children, youth and their families with the tools necessary to build a life of quality. Support is exclusively focused on programs that address the needs of economically, socially and physically disadvantaged children. The Foundation supports both proven approaches and innovative programs aimed at systemic change and provides support for new, continuing, or expanding programs. Programs and services may be school-based, school-linked, or other community-based places. Funding priority is currently given to initiating, continuing or expanding programs in the following areas:
Education
Early Care & Education (Early Childhood): Programs that address the health, academic and social/emotional needs of children preparing to enter kindergarten.
Literacy Programs: Programs that focus on bringing children to grade level in reading and literature.
Arts Education: Programs that provide high quality arts education that engage children and youth in a variety of art forms that may include, but are not limited to, music, theater, dance, and film.
Parent Engagement/Education: Programs that provide education to parents on how to create a positive environment for their children both at home and at school, increase participation, communication, and collaboration between parents, schools, and communities with the goal of educating the whole child to ensure student achievement and success.
STEM Curriculum: Science, Technology, Engineering and Math programs which serve to build skills in math and science at the elementary, middle, and high school levels in addition to programs which increase awareness of science concepts and applications.
Youth Development Programs: Tutoring, mentoring, computer and other educational enrichment programs, which enhance self-esteem, promote the value of education and improve educational outcomes. The Foundation also supports collaborative community efforts to improve the quality of life for children, youth and families in inner-city neighborhoods. Programs most likely to be funded are parent empowerment and involvement programs: Integrative programs which focus on parent education, community involvement and leadership training.
Human services
Child Abuse and Domestic Violence Prevention and Treatment: Comprehensive efforts directed toward the prevention and treatment of family violence including community and educational outreach, counseling and shelter services.
Food Banks, Food Pantries and Food Distribution: Efforts directed toward the collection and distribution of food to relieve hunger in our communities.
Homeless Services: Organizations providing assistance to homeless children, youth and/or their families which may include temporary, short-term and/or long-term housing, and may include programs to assist families with job skills, nutritional education, housing security, parenting skills, among others.
Youth Development/Enrichment: Programs which serve to continue and improve foster care services, juvenile crime prevention and diversion, mentoring, and specific populations, in particular children and youth with special needs.
Health
Community Health: With a focus on whole person/whole family health, and overall goals to improve access to care, provide education, screening, and treatment, and improve health outcomes, the Foundation funds programs and services focus on Mental Health and Wellbeing, especially for students, the homeless and unhoused, and special needs individuals and their caregivers/families; Direct Medical Services (especially Pediatric Care) provided at Community Clinics/Federally Qualified Health Centers) and School-Based Health Centers; and Dental Care.
All proposals must specifically address how the proposed project will directly and measurably contribute to the accomplishment of the Pollinator Fund’s goals as outlined in NFWF’s Monarch Butterfly Business Plan. As such, all proposals must provide the number of acres restored or enhanced as a result of the project.
Proposals must include plans to restore or enhance a minimum of 100 acres in California or 500 acres in all other eligible states. For project ideas related to overwintering sites in California that anticipate preserving, restoring, or improving less than 100 acres, please contact Senior Program Manager Crystal Boyd (crystal.boyd@nfwf.org) to discuss before applying. Acres may be counted from multiple sites; the sites do not need to be contiguous. Since 2015, successful proposals have included a median of 960 acres and an average of 2,120 acres restored or enhanced.
If a project is expected to benefit multiple at-risk native insect pollinator species, the applicant should list the relevant species and how they will benefit. Priority will be given to projects that benefit the monarch butterfly and one or more native insect pollinator species that are federally listed, candidate, or proposed native insect pollinators.
Community Impact and Engagement: Projects that incorporate outreach to communities, foster community engagement, and pursue collaborative management leading to measurable conservation benefits are encouraged. When possible, projects should be developed through community input and co-design processes. Additionally, projects should engage community-level partners (e.g., municipalities, NGOs, community organizations, community leaders) to help design, implement, and maintain projects to secure maximum benefits for communities, maintenance, and sustainability post-grant award.
Each applicant will identify one category that best describes the project. The Pollinator Fund seeks projects in the following two categories:
1. Technical Assistance for Private Working Lands
Funding in this category will support implementation of technical assistance to increase the number of private landowners voluntarily engaged in monarch butterfly and pollinator conservation practices on private working lands. Up to $2 million is expected to be available for grants ranging from $150,000 to $500,000. Funding will be awarded for projects up to three years in length following finalization of the grant agreement.
This category aims to support conservation planning and practice design with private landowners to advance voluntary conservation efforts on working lands that align with NRCS Working Lands for Wildlife frameworks or initiatives, and especially increase Working Lands for Wildlife participation among farmers, ranchers, and forest landowners in the Historically Underserved and Special Emphasis categories.*
2. Habitat Improvement
Funding in this category will support on-the-ground work to increase the quality, quantity, and connectivity of habitat for the monarch butterfly and other native insect pollinators. Up to $3.1 million is expected to be available for grants ranging from $200,000 to $300,000. Funding will be awarded for projects up to two years in length following finalization of the grant agreement.
Applicants in this category should define a step-by-step restoration plan including site preparation, equipment used, planting techniques, size of the project area, description of target native plant community, and maintenance plan (e.g., prescribed burning, mowing, grazing schedules).
If preparing a proposal that includes collecting or propagating native plants, applicants should describe the intended use of the seed or seedlings and how planting success will be monitored. Giveaways of milkweed seeds or seedlings are discouraged unless significant staff time is committed for follow-up, support, monitoring, and mapping with the milkweed recipients.
Plantings must include at least one species of regionally appropriate milkweed. To help meet the nutritional needs of a broad range of pollinator species, plantings must also provide at least three native blooming nectar species (in addition to milkweed) during each of the following periods: spring, summer, and fall.
Projects proposed to benefit other at-risk native insect pollinators should specify habitat needs for those species and how the proposed work will support their breeding, nectaring, nesting, or other habitat needs.
